Governance Lab (Govlab) at the Daayitwa Abhiyaan brings together policy-making researchers, leaders and entrepreneurs to exchange ideas and advocate for evidence-based policymaking to achieve sustainable development in Nepal. It has conducted research on various topics such as MSE growth, dignity of labor and COVID-19 related financial and health issues in order to support federal and provincial governments to make evidence-based policy decisions over the years. As a part of Purnima, a DFID-funded project, Governance Lab and Daayitwa have collaboratively conducted a market study geared towards developing contextualized solutions to the challenges of women-led MSEs and bridging the gap between women enterprises and BFIs and markets through capacity building. GovLab, in collaboration with Yale Economic Growth Center and with financial support from FCDO, has been conducting a 5-year research on ‘Political Economy of Inclusive Growth in Nepal’. Similarly, GovLab, in partnership with Daayitwa, has been supporting the Government of Nepal at the federal, provincial, and municipal levels to conduct policy analysis and support policy entrepreneurs in promoting evidence-based policy decisions. We have conducted policy research that aligns with government priorities in areas of youth employment, women’s economic empowerment, access to investment, entrepreneurship ecosystem, and governance reform. Some of our highlighted research work include ‘Insights from Nepal on UN High-Level Panel’s 7 Drivers of Change for Women’s Economic Empowerment’ (in partnership with Ministry of Women, Children and Senior Citizens) and ‘Evaluation of Microenterprise Graduation in Lumbini and Madhesh Provinces’ (in partnership with Ministry of Industry, Commerce and Supplies).

Job Description

You, as the Growth and Outreach Manager, will be responsible for long-term strategic goals that involve managing partnership based relationships with collaborators, donors, private and government agencies. You will continuously strive to grow Govlab’s footprint, both in terms of revenue and brand image. The role  will include but are not limited to the following tasks:

Bolster business growth

  • Be strategically inclined towards growth of Govlab in terms of expanding its business, outreach and partnerships with various stakeholders. 

  • Collaborate with the senior management team to devise outreach strategies for Govlab and initiate implementation of those strategies.

  • Build and strengthen strategic partnerships with local, national and international stakeholders (e.g. Government, universities, think tanks and international development partners) and be vigilant of the activities carried out by them that aligns with Govlab’s strategic growth. 

  • Identify the scope for evidence-based research and outreach events / activities that enhance the organizational profile of Govlab and its revenue streams.

  • Identify opportunities for Govlab to expand its research and partnership networks and develop plans to fulfill the need. 

  • Design and identify resources/ partnerships for Govlab initiated events and handle business relationships with various stakeholders.  

  • Draft institutional MoUs for Govlab to secure partnerships and business opportunities with various stakeholders. 

  • Work in close collaboration with the institutional heads to  identify business opportunities that help achieve institutional  goals. 

Strengthen strategic outreach

  • Lead the partnerships and networks with government stakeholders, including politicians and bureaucrats at federal, provincial and local levels. 

  • Manage GovLab’s institutional outreach with private, academic, and non-profit sectors and establish official networks  for collaborations, knowledge dissemination, events and relevant programs.

  • Spearhead existing institutional outreach initiatives like podspective, op-eds, talk programs, institutional symposiums etc. and guide the team for timely and effective delivery of output. 

  • Collaborate with the communication team to support innovative promotion of GovLab’s governance interventions and strategic outreach.

  • Maintain proper records of institutional outreach activities, meeting minutes, manage calendar of events/ meetings and initiate next steps to strengthen relationships with various stakeholders. 

  • Promote knowledge sharing and cross pollination among teams across the institutions under Daayitwa Abhiyaan.

  • Identify opportunities that help bolster GovLab’s image  in public forums as and when required

Provide additional support

  • Handle special projects initiated by the institute and perform responsibilities as required and assigned

  • Provide feedback and suggestions to the institution’s strategic approach as required and support the overall growth of  GovLab and Daayitwa Abhiyaan.


  • Masters degree in business administration, public administration, international development, social innovation, economics or other related fields.

  • Minimum of 2 years of relevant professional experience with at least 1 year of experience in a senior management position, or an equivalent combination of education and experience. 

  • Impeccable managerial and interpersonal skills, with a proven record of effectively interacting with senior management. 

  • Recognized expertise in rural development, community engagement, government collaboration and private sector development.

  • Independence in working on complex problems in the field of specialization consistently applying creativity and independent judgment.

  • Experience working in an institution focusing on international development and/or dealing with government officials.  

  • Excellent client orientation, diplomatic skills, and drive for results are essential. 

  • Demonstrated ability to lead teams under pressure in a diverse, uncertain environment.  Experience of having led start-up teams will be a plus point.

  • Strong motivation and organizational/time management skills.

  • Proven ability to handle multiple tasks at a time within deadlines. 

  • Growth mindset - exceptional willingness to take risks and work hard. 

  • Excellent oral and written communications skills in Nepali and English. 

Additional Information

Compensation: Governance Lab will provide compensation on a monthly rate basis. The rate will be mutually agreed upon, commensurate with the level of the required deliverables, the qualifications and experience of the candidate.
